In a stand mixing bowl, add the cold cream cheese and whip with the paddle on medium-low until smooth. Beat sugar, butter, vanilla, and 1 tablespoon milk in a large bowl until creamy. Add 1/8 tsp water for every 1/2 cup of stiff icing base. To Make the Icing: Measure 16 ounces powdered sugar (4 cups 450g) and place in the bowl of a stand mixer, then add egg whites, rum, vanilla, salt, and cream of tartar. Place powdered sugar and salt into a bowl and set aside.
